Cooperative Emergency Outreach was founded in the spring of 1990 in Fayetteville, Arkansas as an adjunct of the Outreach Caregivers Task Force of the Fayetteville Ministerial Alliance. The organization was intended to improve church-sponsored emergency services to needy citizens.
