Cooperative Emergency Outreach was founded in the spring of 1990 in Fayetteville, Arkansas as an adjunct of the Outreach Caregivers Task Force of the Fayetteville Ministerial Alliance. The organization was intended to improve church-sponsored emergency services to needy citizens. By June 15, 1990, members of Cooperative Emergency Outreach had adopted bylaws and stated their intention of providing emergency services to needy families and individuals in the Fayetteville area by coordinating member...
